Overview

The Compliance Monitor ensures Vermont's adherence to the four core protections of the Juvenile Justice and Delinquency Prevention Act (JJDPA) as reauthorized by the Juvenile Justice Reform Act (JJRA) of 2018:
• Deinstitutionalization of Status Offenders (DSO)
• Sight and Sound Separation from adult inmates
• Jail Removal (prohibiting placement of youth in adult jails/lockups, with limited exceptions)
• Addressing Racial and Ethnic Disparities (R/ED)


This role conducts compliance monitoring across all facilities where youth may be held securely (e.g., police departments, court holding areas, juvenile/adult detention or correctional facilities), verify data, documents violations, and reports annually to the Office of Juvenile Justice and Delinquency Prevention (OJJDP).
