Translate the city-wide Digital Infrastructure Masterplan into phased implementation and planning packages.
**Key Responsibilities**
+ Define planning horizons (short-, mid-, long-term) for fiber, mobile, data centers, and smart systems.
+ Chair planning review boards; enforce compliance with standards and masterplan objectives.
